The reasoning: municipal solid waste
Solid Waste Management Rules, 2016: source segregation into wet (biodegradable), dry (recyclable) and domestic hazardous waste (plus sanitary waste wrapped separately); door‑to‑door collection; user fees; no open burning or dumping; composting/biomethanation of wet waste; material recovery facilities; sanitary landfills only for residual inert waste.
